SLEEPING ON AN EMPTY STOMACH - DORMIR SUR UN ESTOMACH VIDE

This is a comment on the article posted on the 3rd of this month on innovation as a true crossroad for African development. Many times it seems like you are facing a brick wall when you discuss innovation and creativity in the African continent because all most people think about here, is survival. In this position, the creative juices of many cease to flow but this is where we also have those who Cecile has described as those  having the "gut feeling" who are motivated by what they can do to become a solution to these dire situations. Like they say, the same boiling water that hardens an egg softens the potato. As African youths we have to see beyond these hardships and incompetences and look to how we can use any opportunities at our disposal to make some progress even if it is just arriving at a point mentally where we see ourselves as solutions. Let us look at the possibilities of preventing ourselves and others from sleeping on an empty stomach rather than allowing the situation to take life from us. Remember that one day you may come into a position of leadership; you prepare now not then. Enjoy your day!

«Ce qui me vient à l'esprit quand je vois cette image, c'est qu'il sera impossible de transformer les gens qui vivent dans des situations d'urgence alimentaire ou dans toute autre situation d'urgence de survie en guerriers, à moins qu'ils aient l'intuition que ce combat les aidera à résoudre leur problème instantanément , Leur seule préoccupation vivante étant l'ancienne.

Ci-dessus est un commentaire sur l'article publié le 3 de ce mois sur l'innovation comme le véritable chemin de croix du développement de l'Afrique. Plusieurs fois, il semble que vous êtes face à un mur de briques quand vous discutez l'innovation et la créativité sur le continent africain parce que tout dont la plupart des gens ici pensent, c'est la survie. Dans une telle position, les sucs créatifs de beaucoup cessent de couler, mais c'est là que nous avons aussi ceux que Cécile a décrit comme ayant «l'instinct» qui sont motivés par ce qu'ils peuvent faire pour devenir une solution à ces situations désastreuses. Comme on dit, la même eau bouillante qui durcit un œuf adoucit la pomme de terre. En tant que jeunes africains, nous devons voir au-delà de ces difficultés et des insuffisances et rechercher les moyens que nous pouvons employer pour exploiter toutes les possibilités à notre disposition pour faire quelques progrès, même s'il s'agit d'arriver à un point mental où nous nous voyons comme des solutions. Examinons les possibilités qui nous aideront à empêcher nous-mêmes et même les autres à dormir sur un estomac vide plutôt que de laisser la situation nous prendre la vie. Rappelez-vous qu'un jour, vous pouvez arriver dans une position de leadership; il faut vous vous préparez maintenant avant d'y arriver. Bonne journée!

AFRICA: INFORMATION TECHNOLOGY AND INNOVATION - L'AFRIQUE: LES TECHNOLOGIES DE L'INFORMATION ET L'INNOVATION

Les technologies de l’information sont devenues indispensables pour la transformation du continent, les dix premiers pays africains du nouvel Indice de développement des TIC 2013, établi par l’Union Internationale des Télécommunications (UIT), sont classés seulement entre la 64e et la 109e place. Améliorer la compétitivité de l’Afrique exigera de prendre de réelles mesures dans deux grands domaines le déficit d’infrastructures et la mise en place de véritables politiques pour favoriser l’innovation.

Les états Africains ont besoin d’un cocktail de politiques et de stratégies qui améliorent la productivité, traitent la question des compétences indispensables et des problèmes d’infrastructure, favorisent l’innovation. Dans des pays comme le Brésil, le Chili, la Chine, le Costa Rica et l’Inde, les gouvernements assument un rôle de chef de file dans l’élaboration de stratégies de compétitivité et de politique d’innovation.

Selon le Global Competition Report 2012-2013, 14 des 20 économies les moins compétitives sont africaines. Cela s’explique entre autre par la précarité des institutions, les avancées technologiques insuffisantes, et une base de compétences étroite pour une économie de l’innovation. Le rapport du Forum économique mondial montre que, bien que l’Afrique et l’Asie en développement aient eu, dans les années 60, une productivité similaire, qui était d’environ 20 USD par heure travaillée, celle de l’Afrique a chuté à environ 12 USD en 2012 et celle de l’Asie en développement s’est envolée pour se situer à environ 40 USD.  La mondialisation, les progrès technologiques rapides et l’intégration dans les chaînes de valeur mondiales, obligent à accroître sans cesse la compétitivité. Mais sans politique d’innovation il est quasiment impossible de s’intégrer à la mondialisation.

Innovation & compétitivité, financement : véritable chemin de croix pour le continent Africain, c’est pourtant une des voies obligées pour positionner le continent sur le chemin d’une véritable croissance génératrice de richesses pour les communautés.

 Information technology has become indispensable for the transformation of the continent, the top ten African countries of the new ICT Development Index 2013, established by the International Telecommunication Union (ITU), are classified only between 64th and 109th square. Improving Africa's competitiveness will require effective action in two key areas: the infrastructure gap and the implementation of genuine policies to foster innovation.

African states need a cocktail of policies and strategies that improve productivity, address critical skills and infrastructure issues, and foster innovation. In countries such as Brazil, Chile, China, Costa Rica and India, governments play a leading role in developing competitiveness and innovation policy strategies.

According to the Global Competition Report 2012-2013, 14 of the 20 least competitive economies are African. This can be explained, among other things, by the precariousness of the institutions, insufficient technological advances and a narrow base of competences for an innovation economy. The report of the World Economic Forum shows that while Africa and developing Asia had similar productivity in the 1960s, which was about US $ 20 per hour worked, that of Africa fell To about US $ 12 in 2012, and that of developing Asia soared to around US $ 40. Globalization, rapid technological advances and integration into global value chains require continually increasing competitiveness. But without a policy of innovation it is almost impossible to integrate into globalization.

Innovation & competitiveness, financing: a true way of the cross for the African continent, it is nevertheless one of the necessary ways to position the continent on the path of true growth generating wealth for the communities.

La question de l’innovation en Afrique ne peut être abordée sans poser le problème de son financement. La structuration de l’offre de financement en Afrique n’est simplement pas adaptée au développement de l’innovation. Les aspects de rentabilité  et de maîtrise des risques restent prépondérants dans l’appréciation des requêtes de financement des projets. Ce qui amène les institutions financières à souvent privilégier des financements à court terme au détriment des ceux à moyen et long terme. Si du point de vue bancaire, cela a un sens, il n’en est rien pour les innovations.

Les business angels ou les entreprises spécialisées dans le seed-capital et le développement de start-ups font cruellement défaut au continent Africain. Or, l’offre de capital-risque est fonction notamment de la liquidité du marché, de sa résilience, de sa profondeur. Ceci en vue de permettre une sortie par la grande porte aux institutions de capital d’investissement. Le continent a besoin de plus de structures lui permettant de soutenir les agents innovants. Google ou Facebook ne sont pas venues au monde comme grande entreprise. Pour faire simple, il faut une sorte de capital-risque, en tenant compte des spécificités du continent.

INNOVATION, FINANCING & COMPETITIVENESS: TRUE CROSS ROAD FOR THE AFRICAN CONTINENT

 The question of innovation in Africa cannot be addressed without raising the question of its financing. The structuring of the supply of finance in Africa is simply not adapted to the development of innovation. The aspects of profitability and risk control remain predominant in assessing requests for project financing. This often leads financial institutions to favor short-term financing at the expense of medium- and long-term financing. If from the banking point of view it makes sense, it is not for innovations.

Business angels or companies specializing in seed capital and the development of start-ups are sorely lacking in the African continent. However, the supply of risk capital depends in particular on the liquidity of the market, its resilience and its depth. This in order to allow exit through the big door to the institutions of investment capital. The continent needs more structures to support innovative agents. Google or Facebook did not come into the world as a big company. To put it simply, you need a kind of venture capital, taking into account the specificities of the continent.
